Meeting Minutes
April 16, 2018

1. Call to Order
Chairman Todd Machnik called the meeting to order at 5:30 PM.
2. Approval of Minutes - Regular Meeting January 15, 2018
Todd Machnik moved to waive the reading of the minutes and approve the minutes of regular meeting January 15, 2018 as submitted. Don Willis seconded the motion.
SO VOTED.
3. Correspondence
Todd reported that he had received the budget numbers from Finance Director, Nicole Stajduhar, and this Board is within their budget.
Steven Ross reported on the Long Island Sound Blue Plan. The purpose of the Long Island Sound Blue Plan is to protect traditional uses, minimize conflicts, and maximize compatibility, now and in the future. This includes preserving Long Island Sound's ecosystems and resources, and facilitating a transparent, science-based decision-making process. As stated in the Blue Plan Vision and Goals document, "the plan shall use accurate, relevant data and information, from traditional knowledge to cutting-edge science and innovative mapping technologies to support planning and management of Long Island Sound resources and uses." Steven stated that dredging is critical to our major harbors in the State, and this will be a large part of this plan.
Todd added that the Shellfish Commission is working toward identifying any resources the Town has, and possibly in the future to add a spot for a recreational shellfish area.
There was a discussion.
4. Old Business
a. Swan Brook Outfall Repairs and Grant Update
There was nothing new to report at this time.
b. Sheffield Brook Update
There was nothing new to report at this time.
5. New Business
a. Election of Officers 2018
Don Willis nominated Todd Machnik as Chairman of the Flood and Erosion Control Board. Todd Machnik nominated Don Willis as Vice-Chairman of the Flood and Erosion Control Board. There were no other nominations and nominations were closed. Don Willis moved to accept the nomination of and elect Todd Machnik as Chairman and Steve Ross seconded the motion. SO VOTED.

Mary Ellen Garbarino will notify the Town of the new officers for 2018.
6. Other New Business
Todd reported that the Planning Commission met last Thursday with a long discussion about sea level elevations and the move to ease the burden for people who need to raise their houses to meet federal mandated flood elevations.
Todd reported that the Planning Commission will set up another workshop/presentation with GZA Environmental (a leading environmental and geotechnical consulting firm) who works with towns to deal with coastal resiliency. Other land use commissions will be invited, and encouraged to attend. ~ GZA is in the process of finalizing a coastal management report for Old Saybrook. Todd stated that GZA is very good at finding funding from available grants. Todd was hopeful that this meeting would happen
in the next 60 days.

Steven Ross moved to adjourn the meeting at 5:52 PM, and Steven Martino seconded the motion. SO VOTED.
Our next meeting will be on Monday, July 16, 2018 at 5:30 PM, Town Hall, second floor meeting room. Todd Machnik will not be in Town on this date, and Don Willis will run the meeting as the Vice-Chairman.
